There is no reason to support both versions indefinitely.  My estimate
is that, at my site, we will keep both versions for another 6-12 months.
We make all LaTeX pacakages from CTAN available, and until all packages
that are actually used around here are upgraded, we shall provide both
versions.

The stated goal of the new LaTeX version is to put an end to all the
mutually incompatible versions that are in existence.  This implies
that input for old versions should be processed correctly by the new
version.  It does not, however, mean that styles (now called packages)
for old versions should be processable by the new LaTeX.  And in fact
many (if not most) packages needs some kind of updating (although the
changes may seem trivial for the right person).
